The International Year of Crystallography (IYCr2014) will be launched during an opening ceremony to be held on 20 and 21 January 2014 at UNESCO Headquarters (Paris). This international launch will be a showcase for crystallography and crystallographers, featuring eminent scientists, industrialists and personalities from around the world. Keynote lectures will be ensured at this occasion by Professor Brian Kobilka, 2012 Nobel Prize in Chemistry, on his vision of crystallography and its role in elucidating biological mechanisms; and by Professor Jenny Glusker on “Crystallography past, present and future”.
The opening ceremony will also comprise an interactive session called “Young Talented Crystallographers of the World”, bringing together promising young minds from all the regions of the globe, and a special session called “Crystallography in the BRICS countries – success stories and roles for development”, which will feature key speeches by high officials and presidents of the National Science Academies of the BRICS countries (Brazil, Russia, India and China) on their leadership positions in areas such as innovations in pharmaceuticals, materials science, high energy physics, nanotechnology, mineralogy and others.

A special session of the launch event will also be dedicated to the immense contribution to crystallography of Arab scientists of the Islamic golden age, through presentation of crystallography-related symmetries in art, historical artifacts and architecture.

EARTH — The space race continues. Iran claims to have successfully sent its second monkey into space. “In total, this is the 2nd monkey sent into space and returned in perfect health to Iran. I congratulate the Leader, scientists and the nation,” said Iranian President Hassan Rouhani.

At the same time, China became the third country to land a rocket on the moon. “It’s still a significant technological challenge to land on another world,” said Peter Bond, consultant. “Especially somewhere like the moon, which doesn’t have an atmosphere so you can’t use parachutes or anything like that. You have to use rocket motors for the descent and you have to make sure you go down at the right angle and the right rate of descent and you don’t end up in a crater on top of a large rock.”

NASA — Did comet Ison survive its trip around the sun? After several days of continued observations, scientists continue to work to determine and to understand the fate of Comet ISON: There’s no doubt that the comet shrank in size considerably as it rounded the sun and there’s no doubt that something made it out on the other side to shoot back into space. The question remains as to whether the bright spot seen moving away from the sun was simply debris, or whether a small nucleus of the original ball of ice was still there. Regardless, it is likely that it is now only dust.

Comet ISON, which began its journey from the Oort Cloud some 3 million years ago, made its closest approach to the sun on Nov. 28, 2013. The comet was visible in instruments on NASA’s Solar Terrestrial Relations Observatory, or STEREO, and the joint European Space Agency/NASA Solar and Heliospheric Observatory, or SOHO, via images called coronagraphs. Coronagraphs block out the sun and a considerable distance around it, in order to better observe the dim structures in the sun’s atmosphere, the corona. As such, there was a period of several hours when the comet was obscured in these images, blocked from view along with the sun. During this period of time, NASA’s Solar Dynamics Observatory could not see the comet, leading many scientists to surmise that the comet had disintegrated completely. However, something did reappear in SOHO and STEREO coronagraphs some time later – though it was significantly less bright.

Whether that spot of light was merely a cloud of dust that once was a comet, or if it still had a nucleus – a small ball of its original, icy material – intact, is still unclear. It seems likely that as of Dec. 1, there was no nucleus left. By monitoring its changes in brightness over time, scientists can estimate whether there’s a nucleus or not, but our best chance at knowing for sure will be if the Hubble Space Telescope makes observations later in December 2013.

Regardless of its fate, Comet ISON did not disappoint researchers. Over the last year, observatories around the world and in space gathered one of the largest sets of comet observations of all time, which should provide fodder for study for years to come. The number of space-based, ground-based, and amateur observations were unprecedented, with twelve NASA space-based assets observing over the past year.

According to the Bitcom website: “Bitcoin uses peer-to-peer technology to operate with no central authority or banks; managing transactions and the issuing of bitcoins is carried out collectively by the network. Bitcoin is open-source; its design is public, nobody owns or controls Bitcoin and everyone can take part. Through many of its unique properties, Bitcoin allows exciting uses that could not be covered by any previous payment system.”

Wikipedia says, “In November 2008, a paper was posted on the internet under the name Satoshi Nakamoto titled Bitcoin: A Peer-to-Peer Electronic Cash System. This paper detailed methods of using a peer-to-peer network to generate what was described as “a system for electronic transactions without relying on trust”. In January 2009, the Bitcoin network came into existence with the release of the first open source Bitcoin client and the issuance of the first bitcoins, with Satoshi Nakamoto mining the first block of bitcoins ever (known as the “genesis block”), which had a reward of 50 bitcoins. The value of the first bitcoin transactions were negotiated by individuals on the bitcointalk forums with one notable transaction involving a 10,000 BTC pizza.”

Since then they inventor has gone underground. In theory, Bitcoins circulation will roll out over time without a centralized creator.

In October of 2013, the FBI seized approximately 173,991 Bitcoins worth over $33.6 million:

Preet Bharara, the United States Attorney for the Southern District of New York; George Venizelos, the Assistant Director in Charge of the New York Office of the Federal Bureau of Investigation (“FBI”); Brian R. Crowell, the Special Agent in Charge of the New York Field Division of the Drug Enforcement Administration (“DEA”); and Toni Weirauch, the Special Agent in Charge of the New York Field Office of the Internal Revenue Service, Criminal Investigation (“IRS-CI”), today announced the unsealing of a protective order authorizing the seizure of approximately 144,336 Bitcoins found on computer hardware belonging to ROSS WILLIAM ULBRICHT, a/k/a “Dread Pirate Roberts,” a/k/a “DPR,” a/k/a “Silk Road,” the alleged owner and operator of “Silk Road,” a hidden website designed to enable its users to buy and sell illegal drugs and other unlawful goods and services anonymously and beyond the reach of law enforcement. Along with a prior seizure of approximately 29,655 Bitcoins, federal law enforcement agents have now seized a total of approximately 173,991 Bitcoins in connection with the Silk Road case, which, at today’s Bitcoin exchange rate, are worth over $33.6 million.

The Bitcoins have been seized in connection with a civil action previously filed in Manhattan federal court on September 30, 2013, seeking the forfeiture of all assets of Silk Road, including its website and all of its Bitcoins because those assets allegedly were used to facilitate money laundering and constitute property involved in money laundering. Also in connection with that civil action, federal law enforcement agents previously seized the Silk Road website itself. In addition to the civil action, a criminal complaint against ULBRICHT was filed in Manhattan federal court charging him with one count of narcotics conspiracy, one of count of conspiracy to commit computer hacking, and one count of money laundering conspiracy. ULBRICHT was arrested in San Francisco, California, on October 1, 2013, he was subsequently ordered detained, and he is expected to appear in Manhattan federal court within the next few weeks. ULBRICHT has also been charged in a separate indictment pending in federal court in Baltimore, Maryland.

Manhattan U.S. Attorney Preet Bharara said: “As alleged, Ross William Ulbricht operated Silk Road—a global illegal cyber business designed to broker criminal transactions—protected by a presumed anonymity and motivated by profit. With his arrest and our subsequent seizures of millions of dollars worth of Silk Road’s Bitcoins, we have sent a clear message to him and everyone else running criminal enterprises on the dark web: we are determined and equipped to hold you to account.”

FBI Assistant Director in Charge Venizelos said: “As alleged in court documents, the creator of Silk Road, Ross William Ulbricht, created a black market bazaar for drugs and illegal services where customer service and anonymity were added value to shoppers and sellers. This market generated millions in illegal profits for Ulbricht in the form of Bitcoins. However, what Ulbricht didn’t count on was that Silk Road’s coffers would not be out of reach of the FBI and our partners to seize. We want to thank our law enforcement partners here and abroad for their support and work on this case.”

DEA Special Agent in Charge Brian R. Crowell said: “The Silk Road underground website was the global venue for drug trafficking and money laundering, producing millions in dirty profits. DEA and others followed the money throughout this investigation, leading to this seizure. The website was used by drug dealers to put illicit drugs into our communities and literally at our doorsteps nationwide. 200,000 people die annually from drug abuse throughout the world, and our investigators worked tirelessly to bring to justice a facilitator who made every effort to hide behind highly encrypted technology while providing 24/7 anonymous services to global drug traffickers and money launderers. Ulbricht’s goals were to make millions from drug use and money laundering while protecting the world’s criminals from law enforcement. Our goal is to shut these people down and protect our children and DEA will continue to be relentless in this effort.”

IRS Special Agent in Charge Toni Weirauch said: “This seizure sends a clear notice to those who think they can commit crimes and conceal the fruits of their criminal activities in digital anonymity. The resolve of the government to uncover criminality and identify criminal proceeds is strong and its investigative capabilities are magnified when different federal agencies, each with its own areas of expertise, unite to achieve a common objective.”

According to the allegations in the complaint, the civil forfeiture action, and the application and protective order unsealed today in Manhattan federal court:

Background on Silk Road and ROSS WILLIAM ULBRICHT

Since approximately January 2011, ROSS WILLIAM ULBRICHT owned and operated the underground website known as Silk Road, which emerged as the most sophisticated and extensive criminal marketplace on the Internet. Throughout the time that ULBRICHT controlled Silk Road, it served as a sprawling black-market bazaar where unlawful goods and services, including illegal drugs of virtually every variety, were bought and sold regularly by the site’s users.

During its approximately two-and-a-half years in operation, Silk Road was used by several thousand drug dealers and other unlawful vendors to distribute hundreds of kilograms of illegal drugs and other unlawful goods and services to well over a hundred thousand buyers, and to launder hundreds of millions of dollars derived from these unlawful transactions. All told, the site generated sales revenue of more than 9.5 million Bitcoins and collected commissions from these sales totaling more than 600,000 Bitcoins. Although the value of Bitcoins has varied over time, these figures are roughly equivalent to approximately $1.2 billion in sales and approximately $80 million in commissions, using the Bitcoin exchange rate in effect when the Silk Road website was seized.

ULBRICHT deliberately operated Silk Road as an online criminal marketplace designed to enable its users to buy and sell drugs and other illegal goods and services anonymously and outside the reach of law enforcement. He sought to anonymize transactions on Silk Road in two principal ways. First, ULBRICHT operated Silk Road on what is known as “The Onion Router,” or “Tor” network, a special network of computers on the Internet, distributed around the world, designed to conceal the true IP addresses and therefore the identities of the networks’ users. The Tor network is designed to make it practically impossible to physically locate the computers hosting or accessing websites on the network. Second, ULBRICHT required that all transactions on Silk Road be paid with Bitcoins, an electronic currency that is as anonymous as cash. Although Tor and Bitcoins have known legitimate uses, they were intentionally used by Silk Road to further the site’s unlawful goals.

The Silk Road website provided a sales platform that allowed vendors and buyers using the site to conduct transactions online. Silk Road is believed to have been visited by hundreds of thousands of unique users from countries across the globe, nearly 30 percent of whom indicated upon registering on the site that they were from the United States. The illegal nature of the items sold on the website was readily apparent to any user browsing through its offerings. Indeed, the vast majority of the items for sale on Silk Road were illegal drugs, which were openly advertised as such on the site. As of September 23, 2013, Silk Road had nearly 13,000 listings for controlled substances, listed under such categories as “Cannabis,” “Dissociatives,” “Ecstasy,” “Intoxicants,” “Opioids,” “Precursors,” “Prescription,” “Psychedelics,” and “Stimulants.” From November 2011 to September 2013, law enforcement agents made more than 100 individual undercover purchases of controlled substances from Silk Road vendors. These purchases included heroin, cocaine, ecstasy, and LSD, among other illegal drugs, and were filled by vendors believed to be located in more than ten different countries, including the United States, Germany, the Netherlands, Canada, the United Kingdom, Spain, Ireland, Italy, Austria, and France.

In addition to illegal narcotics, other illicit goods and services were also openly bought and sold on Silk Road. For example, as of September 23, 2013, there were: 159 listings under the category “Services,” most of which offered computer-hacking services, such as a listing by a vendor offering to hack into social networking accounts of the customer’s choosing; 801 listings under the category “Digital goods,” including malicious software, hacked accounts at various online services, and pirated media content; and 169 listings under the category “Forgeries,” including offers to produce fake driver’s licenses, passports, Social Security cards, utility bills, credit card statements, car insurance records, and other forms of false identification documents.

The only form of payment accepted on Silk Road was Bitcoins, an anonymous, decentralized form of electronic currency, existing entirely on the Internet and not in any physical form. Silk Road’s payment system essentially consisted of an internal Bitcoin “bank,” where every Silk Road user had to hold an account in order to conduct transactions on the site. Every Silk Road user had at least one Silk Road Bitcoin address associated with the user’s Silk Road account. These addresses were stored on wallets maintained on servers controlled by Silk Road. In order to make a purchase on Silk Road, a user had to obtain Bitcoins (typically through a Bitcoin exchanger) and then send those Bitcoins to a Bitcoin address associated with his or her Silk Road account. Once a user’s account was funded in this way, the user was free to make purchases on Silk Road. When a purchase was made, the user’s Bitcoins were first transferred to an escrow account maintained by Silk Road, pending completion of the transaction. When the transaction was completed, the buyer’s Bitcoins were transferred from the escrow account to the Silk Road Bitcoin address of the vendor involved in the sale. Silk Road also used a so-called “tumbler” which, as the site explained, “sen[t] all payments through a complex, semi-random series of dummy transactions…making it nearly impossible to link your payment with any coins leaving the site.” Silk Road charged a commission for every transaction conducted by its users. The commission rate varied depending on the size of the transaction, but generally ranged from 8 to 15 percent of the total sales price.

Using the online moniker “Dread Pirate Roberts,” or “DPR,” ULBRICHT controlled and oversaw every aspect of Silk Road. ULBRICHT, for example, maintained the computer infrastructure and programming code underlying the Silk Road website; determined vendor and customer policies, including deciding what can be sold on the site; managed a small staff of online administrators who assisted with the day-to-day operation of the site; and controlled the enormous profits generated from the operation of the site. ULBRICHT did so while fully aware of the illegal nature of the enterprise; indeed, he deliberately sought to ensure the anonymity of the drug dealers and other illegal vendors operating on the site, as well as to conceal his own identity as the site’s owner and operator.

ULBRICHT was also willing to use violent means to protect the Silk Road enterprise and the anonymity of its users. For example, in March and April 2013, ULBRICHT solicited a murder-for-hire of a Silk Road vendor, known as “FriendlyChemist,” who was threatening to reveal the real names and addresses of a long list of Silk Road users unless ULBRICHT paid him $500,000. Upon receiving the threat from “FriendlyChemist” to expose the names of Silk Road users, ULBRICHT wrote to another Silk Road user, telling that user that “FriendlyChemist” is “causing me problems,” and adding: “I would like to put a bounty on his head if it’s not too much trouble for you. What would be an adequate amount to motivate you to find him? Necessities like this do happen from time to time for a person in my position.” ULBRICHT later explained that the threat by “FriendlyChemist” to expose the names of Silk Road users “is unforgivable to me. Especially here on Silk Road, anonymity is sacrosanct.” However, there is no record of a homicide at or about that time in the area where “FriendlyChemist” supposedly lived.

The Seizure of Computer Hardware Belonging to ROSS WILLIAM ULBRICHT

ROSS WILLIAM ULBRICHT was arrested in San Francisco, California, on October 1, 2013. At the time of his arrest, ULBRICHT was using a laptop computer, which was seized in connection with his arrest and subsequently searched pursuant to a search warrant. ULBRICHT’s residence was also searched on October 1, 2013, pursuant to a search warrant, and federal law enforcement agents conducting that search found several pieces of computer hardware belonging to ULBRICHT (collectively, along with ULBRICHT’s laptop, the “computer hardware”). Through forensic analysis of the computer hardware, federal law enforcement agents recovered a Bitcoin wallet containing approximately 144,336 Bitcoins.

CHINA
In December 2013, China banned the use of the Bitcoin. Although the value of Bitcoin’s did depreciate by 10% on the news, it still remained over $1,000.00 USD.

On December 18, 2013, China shutdown trading of a Chinese Bitcoin exchange and the value dropped by 50%.

“The Bitcoin bubble has burst and China was the pin that popped it,” writes Mark Williams of Boston University. “The latest move by China puts into question the viability of Bitcoin as a currency alternative and as a liquid and safe commodity.”

Philippines — One of the world’s most severe storms hit the Philippines. The damage is so massive that it has taken several days just to asses the situation. It appears as though thousands of people lost their lives. Complete towns have been wiped out. The increased intensity of weather events has been linked to global warming.

AFFECTED POPULATION

  • A total of 2,095,262 families (9,679,059 persons) 7,251 barangays in 471 municipalities and 51 cities in 41 provinces of Regions IV-A, IV-B, V, VI, VII, VIII, X, XI and Caraga.
  • A total of 91,657 families (433,300 persons) are being served inside 1,444 evacuation centers.

“In some cases the devastation has been total,” said Secretary to the Cabinet Rene Almendras.

“Reaching the worst affected areas is very difficult, with limited access due to the damage caused by the typhoon to infrastructure and communications,” said UNICEF Philippines Representative Tomoo Hozumi.

“We are seeing a lot of dead throughout the province,” said Brig. Gen. Domingo Tutaan Jr., spokesman for the Philippine armed forces. “I have been in the service for 32 years, and I have been involved with a lot of calamities. I don’t have words to describe what our ground commanders are seeing in the field.”

“Please tell my family I’m alive,” survivor Erika Mae Karakot said. “We need water and medicine because a lot of the people we are with are wounded. Some are suffering from diarrhea and dehydration due to shortage of food and water.”

“We’re afraid that it’s going to get dangerous in town because relief goods are trickling in very slow,” said Bobbie Womack, an American missionary. “I know it’s a massive, massive undertaking to try to feed a town of over 150,000 people. They need to bring in shiploads of food.

“Imagine America, which was prepared and very rich, still had a lot of challenges at the time of Hurricane Katrina, but what we had was three times more than what they received,” said Gwendolyn Pang.

The Philippines government has firmly connected the super typhoon Haiyan with climate change, and urged governments meeting in Poland on Monday to take emergency action to resolve the deadlocked climate talks.

“We cannot sit and stay helpless staring at this international climate stalemate. It is now time to take action. We need an emergency climate pathway,” said Yeb Sano, head of the government’s delegation to the UN climate talks, in an article for the Guardian, in which he challenged climate sceptics to “get off their ivory towers” to see the impacts of climate change firsthand.

“The climate crisis is madness. We can stop this madness. Right here in Warsaw. Typhoons such as Haiyan and its impacts represent a sobering reminder to the international community that we cannot afford to procrastinate on climate action..

“Science tells us that simply, climate change will mean more intense tropical storms. As the Earth warms up, that would include the oceans. The energy that is stored in the waters off the Philippines will increase the intensity of typhoons and the trend we now see is that more destructive storms will be the new norm.”.

Circadian rhythms are physical, mental and behavioral changes that follow a roughly 24-hour cycle, responding primarily to light and darkness in an organism’s environment. They are found in most living things, including animals, plants and many tiny microbes. The study of circadian rhythms is called chronobiology.

Are circadian rhythms the same thing as biological clocks?

No, but they are related. Our biological clocks drive our circadian rhythms.

What are biological clocks?

The biological clocks that control circadian rhythms are groupings of interacting molecules in cells throughout the body. A “master clock” in the brain coordinates all the body clocks so that they are in synch.

What is the master clock?

The “master clock” that controls circadian rhythms consists of a group of nerve cells in the brain called the suprachiasmatic nucleus, or SCN. The SCN contains about 20,000 nerve cells and is located in the hypothalamus, an area of the brain just above where the optic nerves from the eyes cross.

Do circadian rhythms have a genetic component?

Yes. Researchers have already identified genes that direct circadian rhythms in people, fruit flies, mice, fungi and several other model organisms used for studying genetics.

Does the body make and keep its own circadian rhythms?

Circadian rhythms are produced by natural factors within the body, but they are also affected by signals from the environment. Light is the main cue influencing circadian rhythms, turning on or turning off genes that control an organism’s internal clocks.

How do circadian rhythms affect body function and health?

Circadian rhythms can influence sleep-wake cycles, hormone release, body temperature and other important bodily functions. They have been linked to various sleep disorders, such as insomnia. Abnormal circadian rhythms have also been associated with obesity, diabetes, depression, bipolar disorder and seasonal affective disorder.

How are circadian rhythms related to sleep?

Circadian rhythms are important in determining human sleep patterns. The body’s master clock, or SCN, controls the production of melatonin, a hormone that makes you sleepy. Since it is located just above the optic nerves, which relay information from the eyes to the brain, the SCN receives information about incoming light. When there is less light—like at night—the SCN tells the brain to make more melatonin so you get drowsy.

How are circadian rhythms related to jet lag?

Jet lag occurs when travelers suffer from disrupted circadian rhythms. When you pass through different time zones, your body’s clock will be different from your wristwatch. For example, if you fly in an airplane from California to New York, you “lose” 3 hours of time. So when you wake up at 7:00 a.m., your body still thinks it’s 4:00 a.m., making you feel groggy and disoriented. Your body’s clock will eventually reset itself, but this often takes a few days.

How do researchers study circadian rhythms?

Scientists can learn about circadian rhythms by studying humans or by using model organisms that have similar “clock” genes. Basic researchers doing these experiments can control the subject’s environment by altering light and dark periods and then look for changes in gene activity or other molecular signals.

How does circadian rhythm research contribute to human health?

Understanding what makes biological clocks tick may lead researchers to treatments for sleep disorders, jet lag and other health problems. Learning more about the genes responsible for circadian rhythms will also enhance our understanding of biological systems and the human body.

These are just some of the consequences of global warming, which are already having significant and harmful effects on our health, our environment, and our communities.

Unless we take immediate action to address global warming, these consequences will continue to intensify, grow ever more costly, and increasingly affect the entire planet — including you, your community, and your family.

Global warming is happening now.

The planet’s temperature is rising. The trend is clear and unmistakable.

Every one of the past 35 years has been warmer than the 20th century average. The 12 warmest years on record have all occurred since 1998. 2012 was the hottest year ever recorded for the contiguous United States.

Globally, the average surface temperature has increased more than one degree Fahrenheit since the late 1800s. Most of that increase has occurred over just the past three decades.
We are the cause.

We are overloading our atmosphere with carbon dioxide, which traps heat and steadily drives up the planet’s temperature. Where does all this carbon come from? The fossil fuels we burn for energy — coal, natural gas, and oil — plus the loss of forests due to deforestation, especially in the tropics.

Beginning at a tree trunk’s dense core and moving out to the soft bark, the passage of time is marked by concentric rings, revealing chapters of the tree’s history.

Galaxies outlive trees by billions of years, making their growth impossible to see. But like biologists, astronomers can read the rings in a galaxy’s disk to unravel its past. Using data from NASA’s Wide-field Infrared Survey Explorer (WISE) and Galaxy Evolution Explorer (GALEX), scientists have acquired more evidence for the “inside-out” theory of galaxy growth, showing that bursts of star formation in central regions were followed one to two billion years later by star birth in the outer fringes.

“Initially, a rapid star-forming period formed the mass at the center of these galaxies, followed later by a star-forming phase in the outer regions. Eventually, the galaxies stop making stars and become quiescent,” said Sara Petty of Virginia Tech, Blacksburg, Va., lead author of a paper appearing in the October 2013 issue of the Astronomical Journal. “This later star-forming phase could have been caused by minor mergers with gas-rich neighbors, which provide the fuel for new stars.”

The discovery may also solve a mystery of elderly galaxies. The galaxies in the study, known as “red and dead” for their red color and lack of new star births, have a surprising amount of ultraviolet light emanating from the outer regions. Often, ultraviolet light is generated by hot, young stars, but these galaxies were considered too old to host such a young population.

The solution to the puzzle is likely hot, old stars. Petty and colleagues used a new multi-wavelength approach to show that the unexplained ultraviolet light appears to be coming from a late phase in the lives of older stars, when they blow off their outer layers and heat up.

GALEX and WISE turned out to be the ideal duo for the study. GALEX was sensitive to the ultraviolet light, whereas WISE sees the infrared light coming from older stars. GALEX is no longer operating, but WISE was recently reactivated to hunt asteroids, a project called NEOWISE (see http://www.jpl.nasa.gov/news/news.php?release=2013-257 ). Both telescopes have large fields of view, allowing them to easily capture images of entire galaxies.

“The synergy between GALEX and WISE produces a very sensitive measurement of where the hot, older stars reside in these red-and-dead galaxies,” said Don Neill, co-author of the paper from the California Institute of Technology, Pasadena. “This allows us to map the progress of star formation within each galaxy.”

Ned Wright of UCLA, a co-author of the study and the principal investigator of WISE before it was reactivated, compares the multi-wavelength range of the two telescopes to musical notes, “WISE itself covers the equivalent of a three-octave range, while WISE and GALEX together cover a seven-octave range.”

CALIFORNIA — Two rare oarfish have washed up on California beaches. A dead 18-foot-long oarfish was found off Catalina Island on October. 13. A 14-foot-long oarfish carcass was found on Oct. 18 in Oceanside, CA.

Oarfish can grow to more than 50 feet in length and are considered the longest fish. Their appearance has led to many theories of sea serpents.

Japanese folklore believes the beaching of oarfish predicts earthquakes — “a notion that some scientists have speculated could be supported by the bottom-dwelling fish being more sensitive to seismic shifts.”

“It’s probably just a coincidence,” said Rick Feeney of the Natural History Museum of Los Angeles County. “We think that they come inshore to die actually because they’re in distress for some reason, but we don’t know what the reason is,” said Feeney, adding that the fish could have been starving or disoriented.

However, the one found off Catalina Island has been dissected and found to be healthy. “It looks good enough to eat – if you have a 13ft pan,” biologist Ruff Zetter said.

New evidence indicates that the USA has carried out unlawful killings in Pakistan through drone attacks, some of which could even amount to war crimes, Amnesty International said in a major new report released today.

The report, “’Will I be next?’ US drone strikes in Pakistan”, is one of the most comprehensive studies to date of the US drone program from a human rights perspective.

It documents recent killings in Pakistan’s northwestern tribal areas and the almost complete absence of transparency around the US drone program.

“Secrecy surrounding the drones program gives the US administration a license to kill beyond the reach of the courts or basic standards of international law. It’s time for the USA to come clean about the drones program and hold those responsible for these violations to account,” said Mustafa Qadri, Amnesty International’s Pakistan Researcher.

“What hope for redress can there be for victims of drone attacks and their families when the USA won’t even acknowledge its responsibility for particular strikes?”

The report was released in a joint news conference with Human Rights Watch, which issued its own report on drone and other air strikes in Yemen.

Amnesty International reviewed all 45 known drone strikes that took place in North Waziristan in northwestern Pakistan between January 2012 and August 2013. The region that has seen more strikes than any other part of the country.

The organization conducted detailed field research into nine of these strikes, with the report documenting killings, which raise serious questions about violations of international law that could amount to war crimes or extrajudicial executions.

In October 2012, 68-year-old grandmother Mamana Bibi was killed in a double strike, apparently by a Hellfire missile, as she picked vegetables in the family’s fields while surrounded by a handful of her grandchildren.

In July 2012, 18 laborers, including a 14-year-old boy, were killed in multiple strikes on a impoverished village close to the border with Afghanistan as they were about to enjoy an evening meal at the end of a long day of work.

Contrary to official claims that those killed were “terrorists”, Amnesty International’s research indicates that the victims of these attacks were not involved in fighting and posed no threat to life.

“We cannot find any justification for these killings. There are genuine threats to the USA and its allies in the region, and drone strikes may be lawful in some circumstances. But it is hard to believe that a group of labourers, or an elderly woman surrounded by her grandchildren, were endangering anyone at all, let alone posing an imminent threat to the United States,” said Qadri.

International law prohibits arbitrary killing and limits the lawful use of intentional lethal force to exceptional situations. In armed conflict, only combatants and people directly participating in hostilities may be directly targeted. Outside armed conflict, intentional lethal force is lawful only when strictly unavoidable to protect against an imminent threat to life . In some circumstances arbitrary killing can amount to a war crime or extrajudicial execution, which are crimes under international law.

Amnesty International also documented cases of so-called “rescuer attacks” in which those who ran to the aid of the victims of an initial drone strike were themselves targeted in a rapid follow-on attack. While there may have been a presumption that the rescuers were members of the group being targeted, it is difficult to see how such distinctions could be made in the immediate and chaotic aftermath of a missile strike.

The USA continues to rely on a “global war” doctrine to attempt to justify a borderless war with al-Qa’ida, the Taliban and those perceived to be their allies.

The USA’s promise to increase transparency around drone strikes, underscored by a major policy speech by President Barack Obama in May 2013, has yet to become a reality, and the USA still refuses to divulge even basic factual and legal information.

This secrecy has enabled the USA to act with impunity and block victims from receiving justice or compensation. As far as Amnesty International is aware, no US official has ever been held to account for unlawful killings by drones in Pakistan.

In addition to the threat of US drone strikes, people in North Waziristan are frequently caught between attacks by armed groups and Pakistan’s armed forces. The local population lives under constant fear of inescapable violence by all sides.

The US drone program has added to local suffering, with people in the region now also living in terror of death from US drones hovering in the skies day and night.

“The tragedy is that drone aircraft deployed by the USA over Pakistan now instill the same kind of fear in the people of the tribal areas that was once associated only with al-Qa’ida and the Taliban,” said Qadri.

As the report documents, local men and women have little control over the presence of groups like the Taliban and al-Qa’ida in their villages and districts.

Al-Qa’ida-linked groups have killed dozens of local villagers they accused of being spies for US drone strikes. Residents of Mir Ali told Amnesty International that bodies are routinely seen dumped by the side of streets with written messages warning that anyone accused of spying for the USA will meet the same fate.

Residents also told Amnesty International they could not report abuses by armed groups to local authorities for fear of retaliation. Many residents were also fearful of talking about drones strikes to Amnesty International. Some of those who did speak openly received threats afterwards.

While the Pakistan government maintains it opposes the US drone program, Amnesty International is concerned that some officials and institutions in Pakistan and in other countries including Australia, Germany and the UK may be assisting the USA to carry out drone strikes that constitute human rights violations.

“Pakistan must provide access to justice and other remedies for victims of drone strikes. The authorities of Pakistan, Australia, Germany and the UK must also investigate all officials and institutions suspected of involvement in US drone strikes or other abuses in the tribal areas that may constitute human rights violations,” said Qadri.

“The Pakistani authorities must disclose information on all US drone strikes they have documented and what measures they have taken or will take to assist victims of these strikes.”

The report also documents the failure of the Pakistan state to protect the human rights of people in North Waziristan. This ranges from deaths, injuries and displacement of residents due to bombardment by the military, to the absence of justice mechanisms and lack of adequate medical assistance.

The Pakistani authorities have a very poor record in bringing al-Qa’ida, Taliban and other perpetrators of human rights abuses from the region to justice in fair trials without recourse to the death penalty.

Amnesty International and Human Rights Watch are jointly calling on the US Congress to fully investigate the cases the two organizations have documented and other potentially unlawful deaths, and to disclose any evidence of human rights violations to the public.

The US authorities to:

Publicly disclose the facts and legal basis for drone strikes carried out in Pakistan and information about any investigation into killings by US drones.
Ensure prompt, thorough, independent and impartial investigations into all cases where there are reasonable grounds to believe that drone strikes resulted in unlawful killings.
Bring those responsible for unlawful drone strikes to justice in public and fair trials without recourse to the death penalty.
Ensure that victims of unlawful drone strikes, including family members of victims of unlawful killings, have effective access to justice, compensation and other remedies.

The Pakistani authorities to:

Provide adequate access to justice and reparations for victims of US drone strikes and attacks by Pakistan forces, and seek reparations and other remedies for drone strikes from the US authorities.
Bring to justice, in fair trials without recourse to the death penalty, individuals responsible for unlawful killings and other human rights abuses in North Waziristan. This should include US drone strikes, attacks by the Pakistan armed forces, or groups like the Taliban and al-Qa’ida.
Publicly disclose information on all US drone strikes that the Pakistani authorities are aware of, including casualties and all assistance provided to victims.

The international community to:

Oppose US drone strikes and other killings that violate international law and urge the USA and Pakistan to take the measures outlined above. States should officially protest and pursue remedies under international law when lethal force is unlawfully used by the USA or other states.
Refrain from participating in any way in US drone strikes that violate international law, including by sharing intelligence or facilities.

The Earth’s climate is changing. Temperatures are rising, snow and rainfall patterns are shifting, and more extreme climate events—like heavy rainstorms and record high temperatures—are already affecting society and ecosystems. Scientists are confident that many of the observed changes in the climate can be linked to the increase in greenhouse gases in the atmosphere, caused largely by people burning fossil fuels to generate electricity, heat and cool buildings, and power vehicles.

EPA is working with many other organizations to better understand the causes and effects of climate change. With help from these partners, EPA has compiled a set of 26 indicators tracking signs of climate change. Most of these indicators focus on the United States, but some include global trends to provide context or a basis for comparison. These indicators represent a selected set of key climate change measurements, and are not an exhaustive group of all climate change indicators. EPA’s indicators are based on peer-reviewed data from various government agencies, academic institutions, and other organizations. EPA selected these indicators based on the quality of the data and other criteria.

If the proposal gets accepted, it would take effect in 2022.

The European Union had been seeking a more robust agreement:
“While we would have liked more countries to accept our regional scheme, progress was made overall,” the EU’s Climate Change Commissioner, Connie Hedegaard, said in a statement. “We will now factor this in when, together with the member states and the European Parliament, we decide on the way forward with the EU ETS (Emissions Trading Scheme).”

At least the United Nations initiative would invoke the first global effort to reduce greenhouse gases and hopefully pave the way for reductions in other industries.

The signs and symptoms of an EAB attack

The symptoms an ash tree shows when it is infested with emerald ash borer are similar to symptoms caused by other ash pests or diseases in Wisconsin.

For example, crown dieback can occur due to EAB damage, but can also be the result of drought stress, soil compaction or verticillium wilt, just to name a few.

Therefore, it is important to look for a combination of at least two symptoms or signs when trying to figure out if emerald ash borer is in your ash tree. If you see two or more from the lists below report your findings here.

Symptoms

Crown dieback: Dieback of the upper and outer crown begins after multiple years of EAB larval feeding. Trees start to show dead branches throughout the canopy, beginning at the top. Larval feeding disrupts nutrient and water flow to the upper canopy, resulting in leaf loss. Leaves at the top of the tree may be thin and discolored. An example of this is shown below.

Epicormic Sprouting: When trees are stressed or sick, they will try to grow new branches and leaves wherever they still can. Trees may have new growth at the base of the tree and on the trunk, often just below where the larvae are feeding. An example of this is shown in the picture above, where small branches are growing on the trunk, about 6 feet off the ground.

Bark splits: Vertical splits in the bark are caused due to callus tissue that develops around larval galleries. Larval galleries can often be seen beneath bark splits.

Woodpecker feeding: Woodpeckers eat emerald ash borer larvae that are under the bark. This usually happens higher in the tree where the emerald ash borer prefers to attack first. If there are large numbers of larvae under the bark the woodpecker damage can make it look like strips of bark have been pulled off of the tree. This is called “flecking.” An example of this is shown below.

Signs

D-shaped emergence holes: As adults emerge from under the bark they create a D-shaped emergence hole that is about 1/8 inch in diameter. An example of this is shown below.

S-shaped larval galleries: As larvae feed under the bark they wind back and forth, creating galleries that are packed with frass (larva poop) and sawdust and follow a serpentine pattern. An example of this is shown below.

Larvae: Larvae are cream-colored, slightly flattened (dorso-ventrally) and have pincher-like appendages (urogomphi) at the end of their abdomen. By the time larvae are done growing they are 1 1/2 inches long. Larvae are found feeding beneath the bark.

Adults: Adult beetles are metallic green and about the size of one grain of cooked rice (3/8 – 1/2 inch long and 1/16 inch wide). Adults are flat on the back and rounded on their underside.

Chalara
Description

Chalara dieback of ash is a serious disease of ash trees caused by a fungus called Chalara fraxinea (C. fraxinea), including its sexual stage, Hymenoscyphus pseudoalbidus (H. pseudoalbidus). The disease causes leaf loss and crown dieback in affected trees, and usually leads to tree death.
Threat

It is potentially a very serious threat. It has caused widespread damage to ash populations in continental Europe, including estimated losses of between 60 and 90 per cent of Denmark’s ash trees. We have no reason to believe that the consequences of its entering the natural environment in Britain would be any less serious. Experience on the Continent indicates that it kills young ash trees very quickly, while older trees tend to resist it for some time until prolonged exposure causes them to succumb as well.
Susceptible species

Chalara fraxinea is especially destructive of common ash (Fraxinus excelsior), including its ‘Pendula’ ornamental variety. Narrow-leaved ash (Fraxinus angustifolia) is also susceptible. Chalara dieback of ash is particularly destructive of young ash plants, killing them within one growing season of symptoms becoming visible. Older trees can survive initial attacks, but tend to succumb eventually after several seasons of infection.
Spread

Local spread, up to some tens of miles, may be by wind. Over longer distances the risk of disease spread is most likely to be through the movement of diseased ash plants. Movement of logs or unsawn wood from infected trees might also be a pathway for the disease, although this is considered to be a low risk.
Outbreak stage

Ash trees suffering with the infection have been found widely across Europe since trees believed to have been infected with this newly identified pathogen were reported dying in large numbers in Poland in 1992. These have included forest trees, trees in urban areas such as parks and gardens, and also young trees in nurseries.

In February 2012 it was found in a consignment of infected trees sent from a nursery in the Netherlands to a nursery in Buckinghamshire, England. Since then it has been found in young ash trees in a number and variety of locations in Great Britain, including urban landscaping schemes, newly planted woodland, and more nurseries.

In October 2012, Food & Environment Research Agency (FERA) scientists confirmed a small number of cases in Norfolk and Suffolk in ash trees at sites in the wider natural environment, including established woodland, which do not appear to have any association with recently supplied nursery stock. Further finds in trees in the wider environment have since been confirmed in a number of places, mostly on the eastern side of England and Scotland, and mostly concentrated in the south-eastern region of England. In May 2013 the first wider-environment case was found in south-west Wales, which is the farthest west site in Britain that a wider-environment case has been confirmed. (Map below)

C. fraxinea is now being treated as a quarantine pest under national emergency measures and any suspected sighting must be reported.

Hundreds of staff from government agencies checked ash trees across the UK for signs of the disease during early November 2012. It was one of several actions to emerge from a meeting of the Government’s emergency committee, COBR, chaired by Environment Secretary Owen Paterson.

Survey results

Plant health experts are also undertaking a survey of about a thousand sites which have received saplings from nurseries where Chalara dieback has been found.

National plans have been drawn up for Chalara.

Over the last two decades, the Greenland and Antarctic ice sheets have been losing mass, glaciers have continued to shrink almost worldwide, and Arctic sea ice and Northern Hemisphere spring snow cover have continued to decrease in extent (high confidence).

• The average rate of ice loss 8 from glaciers around the world, excluding glaciers on the periphery of the ice sheets 9, was very likely 226 [91 to 361] Gt yr−1 over the period 1971−2009, and very likely 275 [140 to 410] Gt yr −1 over the period 1993−2009 10. {4.3}
• The average rate of ice loss from the Greenland ice sheet has very likely substantially increased from 34 [–6 to 74] Gt yr –1 over the period 1992–2001 to 215 [157 to 274] Gt yr –1 over the period 2002–2011. {4.4}
• The average rate of ice loss from the Antarctic ice sheet has likely increased from 30 [–37 to 97] Gt yr –1 over the period 1992–2001 to 147 [72 to 221] Gt yr –1 over the period 2002–2011. There is very high confidence that these losses are mainly from the northern Antarctic Peninsula and the Amundsen Sea sector of West Antarctica.
• The annual mean Arctic sea ice extent decreased over the period 1979–2012 with a rate that was very likely in the range 3.5 to 4.1% per decade (range of 0.45 to 0.51 million km 2 per decade), and very likely in the range 9.4 to 13.6% per decade (range of 0.73 to 1.07 million km 2 per decade) for the summer sea ice minimum (perennial sea ice). The average decrease in decadal mean extent of Arctic sea ice has been most rapid in summer (high confidence); the spatial extent has decreased in every season, and in every successive decade since 1979 (high confidence). There is medium confidence from reconstructions that over the past three decades, Arctic summer sea ice retreat was unprecedented and sea surface  temperatures were anomalously high in at least the last 1,450 years. {4.2, 5.5}
• It is very likely that the annual mean Antarctic sea ice extent increased at a rate in the range of 1.2 to 1.8% per decade (range of 0.13 to 0.20 million km 2 per decade) between 1979 and 2012. There is high confidence that there are strong regional differences in this annual rate, with extent increasing in some regions and decreasing in others. {4.2}
• There is very high confidence that the extent of Northern Hemisphere snow cover has decreased since the mid-20th century (see Figure SPM.3). Northern Hemisphere snow cover extent decreased 1.6 [0.8 to 2.4] % per decade for March and April, and 11.7 [8.8 to 14.6] % per decade for June, over the 1967–2012 period. During this period, snow cover extent in the Northern Hemisphere did not show a statistically significant increase in any month. {4.5}
• There is high confidence that permafrost temperatures have increased in most regions since the early 1980s. Observed warming was up to 3°C in parts of Northern Alaska (early 1980s to mid-2000s) and up to 2°C in parts of the Russian European North (1971–2010). In the latter region, a considerable reduction in permafrost thickness and areal extent has been observed over the period 1975–2005 (medium  confidence). {4.7}
• Multiple lines of evidence support very substantial Arctic warming since the mid-20th century. {Box 5.1, 10.3}

The report states that “warming of the climate system is unequivocal.”

Then, why doesn’t it feel that much hotter? Because most of the rise in temperature is in the water:

Ocean warming dominates the increase in energy stored in the climate system, accounting for more than 90% of the energy accumulated between 1971 and 2010 (high confidence). It is virtually certain that the upper ocean (0?700 m) warmed from 1971 to 2010, and it likely warmed between the 1870s and 1971.

• On a global scale, the ocean warming is largest near the surface, and the upper 75 m warmed by 0.11 [0.09 to 0.13] °C per decade over the period 1971–2010. Since AR4, instrumental biases in upper-ocean temperature records have been identified and reduced, enhancing confidence in the assessment of change.
• It is likely that the ocean warmed between 700 and 2000 m from 1957 to 2009. Sufficient observations are available for the period 1992 to 2005 for a global assessment of temperature change below 2000 m. There were likely no significant observed temperature trends between 2000 and 3000 m for this period. It is likely that the ocean warmed from 3000 m to the bottom for this period, with the largest warming observed in the Southern Ocean.
• More than 60% of the net energy increase in the climate system is stored in the upper ocean (0–700 m) during the relatively well-sampled 40-year period from 1971 to 2010, and about 30% is stored in the ocean below 700 m. The increase in upper ocean heat content during this time period estimated from a linear trend is likely.
• It is about as likely as not that ocean heat content from 0–700 m increased more slowly during 2003–2010 than during 1993–2002. Ocean heat uptake from 700–2000m, where interannual variability is smaller, likely continued unabated from 1993 to 2009.
• It is very likely that regions of high salinity where evaporation dominates have become more saline, while regions of low salinity where precipitation dominates have become fresher since the 1950s. These regional trends in ocean salinity provide indirect evidence that evaporationand precipitation over the oceans have changed (medium confidence).
• There is no observational evidence of a trend in the Atlantic Meridional Overturning Circulation (AMOC), based on the decade-long record of the complete AMOC and longer records of individual AMOC components.

The BBC reports, “Compressed by the peat that has preserved his remains, he looks like a squashed, dark leather holdall.

Apart, that is, from one forlorn arm that stretches out and upward and tells us something of the deliberate and extremely violent death that he suffered 500 years before Tutankhamen was born.
Cashel Man is now being studied at the National Museum of Ireland’s research base in Collins Barracks, Dublin. He was discovered in 2011 by a bog worker in Cashel bog in County Laois.”

Experts say that the remains of Cashel Man are extremely well preserved for his age. Radiocarbon dating suggests that he is the earliest bog body with intact skin known anywhere in the world. He is from the early Bronze Age in Ireland about 4,000 years ago.

It is believed the mummy is the body of king who suffered a violent death:

“When an Irish king is inaugurated, he is inaugurated in a wedding to the goddess of the land.

“It is his role to ensure through his marriage to the goddess that the cattle will be protected from plague and the people will be protected from disease.

“If these calamities should occur, the king will be held personally responsible. He will be replaced, he will pay the price, he will be sacrificed.”

Eamonn says that Cashel Man fits this pattern because his body was found on a border line between territories and within sight of the hill where he would have been crowned. He suffered significant violent injuries to his back, and his arm shows evidence of a cut from a sword or axe.

However, a critical piece of information that would cement this argument is missing.

Because Cashel Man’s chest was destroyed by the milling machine that uncovered him, the researchers are unable to examine the state of his nipples.

In the other two bog body cases, says Eamonn Kelly, the nipples had been deliberately damaged.

“We’re looking at the bodies of kings who have been decommissioned, who have been sacrificed. As part of that decommissioning, their nipples are mutilated.

“In the Irish tradition they could no longer serve as king if their bodies were mutilated in this way. This is a decommissioning of the king in this life and the next.”

Ban Ki-moon has been taking a strong stance on global warming. His latest efforts include getting world leaders to admit humans are impacting climate change. Most people would think this is a given. No. In fact, quite a few government and business leaders refuse to admit to what science shows.

“Nobody can benefit from catastrophic climate change or rampant unemployment and the social unrest that comes with it,” Mr. Ban said.

UK newspaper The Independent says. “The UN’s Intergovernmental Panel on Climate Change (IPCC) will say next week that certainty has increased from “very likely” to “extremely likely” that human activity has caused more than half of the observed temperature rise from 1951 to 2010, in a large part due to fossil fuels and deforestation.”
